KIGALI, RWANDA - The National Electoral Commission (NEC) has recruited 65,000 polling officials to help in managing the 2010 presidential elections.

The August poll will be the second presidential election to be held after 2003 where President Paul Kagame was elected by an overwhelming majority.

The election will cost about $11.4 million, compared to about $4m in 2003. About 70 percent of this figure will be funded by the taxpayer.

Information from NEC indicates development partners including Britain, the European Union and the Netherlands will foot the remaining bill.

Mr Charles Munyaneza, Executive Secretary NEC says the commission has brought down poll costs partly because they will use some voting materials for the 2003 election while some of the other materials will be printed locally.
